Who they were

At Caesarea in Mauretania, in present-day Algeria, Saint Fabius, martyr, who, refusing to carry the governor's standard in the general assembly of the province, was first thrown into prison and, continuing to declare himself a Christian, was then condemned to death by the judge.

The miracles

There was never a formal cause: he has been honoured as a saint since before the Church's formal processes began.

Why that counted as sanctity

The Roman Martyrology remembers him on 31 July as a martyr of Caesarea in Mauretania who refused to carry the governor's standard.
