Uberto, of the noble Milanese Crivelli family, became a cardinal in 1182 and Archbishop of Milan in 1185. He was elected on the day Lucius III died and kept his archbishopric as pope.
His short reign was a running quarrel with Frederick Barbarossa, made worse by the marriage of the emperor's son Henry to the heiress of Sicily, which cost the papacy its Norman allies. He was on his way to Venice, intending to excommunicate the emperor, when he died at Ferrara, where his tomb remains in the cathedral.
