Ubaldo, from Lucca, was made a cardinal by Innocent II in 1141, served as legate in France and Sicily, and became Cardinal-Bishop of Ostia. He took part in the peace of Venice in 1177 between Alexander III and Frederick Barbarossa, and he was elected at Velletri the day after Alexander's death.
Unrest in Rome kept him away from the city for most of his reign, and he died at Verona. There, in 1184, with the emperor present, he held a synod that took strict measures against the Cathars, the Waldensians and other heretical groups. He canonised St Bruno of Segni in 1183 and consecrated the cathedral of Bologna.
