Lamberto, of humble birth, was Archdeacon of Bologna until Paschal II called him to Rome for his learning; he became Cardinal-Bishop of Ostia. As legate he did more than anyone to bring about the Concordat of Worms. His own election in December 1124 was forced by Roberto Frangipani after another cardinal had been chosen, and he offered to resign until all the cardinals accepted him.
He supported the election of Lothair as German king, a gain for the freedom of the Church, and sent legates to England, Scotland and Denmark to enforce discipline among the clergy. On 26 February 1126 he approved the Premonstratensian Order founded by St Norbert.
